Abstract  Luoyang, the capital city of the Eastern Han Dynasty, was constructed on the site of the former capitals of the Zhou and Qin dynasties and inherited their urban design and planning patterns to a certain extent. However, Emperor Ming intentionally imitated the heavens in the design and the construction of the capital city, indicating his conceptions of orthodox and legality while further consolidating his empire. Using both the Ziwei and Taiwei astral palaces as well as the surrounding Tianshi, Yingshi, Xianchi, Wangliang, Tianqiang and Tianpei stars as reference, he transplanted the god Taiyi's heavenly residence to his own capital Luoyang. Thoroughly applying the concept of "imitating the heavens" the Han emperor intervened in the urban planning and development process of Luoyang, using his political power to imbue the the capital with the concept of "Heaven's Mandate is with the Han", resulting in a South-North orientated layout of the palaces.
