Abstract The plague that broke out in Suiyuan at the end of 1917 lasted several months and spread to many provinces. It was not completely extinguished until mid-May 1918. It is worth noting that this was the second plague outbreak in China in the early twentieth century. The experience gained in epidemic prevention from the tragic battle of the Northeast Plague in 1910 was not used satisfactorily during the northern plague outbreak in 1917-1918. This article uses Beiyang government archives, newspapers and periodicals, and the reports and memories of Dr. Wu Lien-the to review the epidemic from multiple perspectives, and attempts to explore its successes and failures. Its mechanisms still have strong practical significance in the context of today's global pandemic of COVID-19.
