摘要： 1917年末在绥远爆发的鼠疫,历时数月,传播多省,直到1918年5月中旬才被完全扑灭。值得注意的是,这是20世纪初期中国第二次鼠疫大爆发。经过1910年东北鼠疫的惨烈一役,本已积累的防疫经验却在1917—1918年北方鼠疫爆发时运用得不尽如人意。文章运用北洋政府档案、报刊史料及当事人的报告与回忆,从多个角度,对此次疫情进行回顾,探讨其中得与失,其机理在今天新冠病毒（COVID-19）全球大流行的背景下,仍有较强的现实意义。

Abstract: The plague that broke out in Suiyuan at the end of 1917 lasted several months and spread to many provinces. It was not completely extinguished until mid-May 1918. It is worth noting that this was the second plague outbreak in China in the early twentieth century. The experience gained in epidemic prevention from the tragic battle of the Northeast Plague in 1910 was not used satisfactorily during the northern plague outbreak in 1917-1918. This article uses Beiyang government archives, newspapers and periodicals, and the reports and memories of Dr. Wu Lien-the to review the epidemic from multiple perspectives, and attempts to explore its successes and failures. Its mechanisms still have strong practical significance in the context of today's global pandemic of COVID-19.
